Abstract

     The Montana North Central Educational Services Region (MNCESR) consists of professional development partners largely located in the north central region of Montana.   Golden Triangle Cooperative, CSPD Region 2, Havre Public Schools, Northern Rockies Educational Services, the University of Montana School of Education, Montana State University-Northern College of Education, Art, Sciences and Nursing, Montana Small School Alliance, and Montana Association for Supervision and Curriculum Development have chosen to collaborate on the opportunity to develop meaningful and sustainable collaborative relations among professional development providers in 2005-2006.  

    This project proposes the following objectives: 1) develop a regional plan for sustainable, collaborative relations among MNCESR Partners, for the purpose of planning and delivering region-wide high-quality professional development which builds instructional capacities and the growth of student achievement, 2) build and evaluate region-wide high-quality professional development based on research and best evidence models, for the purpose of building instructional capacity and the growth of student achievement, and 3) incorporate instructional technology, and demonstrate the capacity to design and implement an online professional development component as a part of the overall delivery model.  If asked, MNCESR will participate in an Indian Education For All professional development pilot for the Montana Office of Public Instruction as part of this grant.

    For the purposes of this grant, the MNCESR Board will be formed, consisting of representatives from each professional development provider partner district, agency, and organization.  Schools demonstrating need based on their individual Five-Year Comprehensive Education Plans, including high-need and high poverty schools in the identified region will be invited to participate.  These districts are distributed across rural Montana and include Blaine, Cascade, Chouteau, Glacier, Hill, Liberty, Pondera, Teton, and Toole counties. This partnership grant is desirable to all parties as building capacity for sustained student improvement is essential to all.
